Noctilucent Vigilante Leader (Korean: 심해야광단 단장, simhaeyagwangdan danjang) is a Super Epic Costume for Electric Eel Cookie. It is the Cookie's first Costume, accompanying his release in the first half of The Living Deep Sea City update. It can be obtained either by drawing it from the Costume Gacha or by purchasing it in the Rainbow Crystal Shop.
