Originally from Kakao/LINE Cookie Run, he received a slight redesign and a complete rework of his skill (whilst maintaining some of his original abilities) for his return to Cookie Run: OvenBreak.

With self-taught excellency in magic, he is someplace one second and somewhere else in another, traveling on his cloud to rob the storages of wealthy and corrupt Cookies! Even when he gets locked up by the guards... POOF! He's gone, leaving a straw doll in his stead.
Rebel Cookie equally and fairly distributes the stolen Jellies among villagers, which is why every village loves him! He will never stop fighting for justice! Rebel Cookie will undoubtedly go down in history!

Throws copy dolls at given intervals, creating alter egos, and then blasts on a cloud. While blasting on the cloud, previously created alter egos appear, destroying obstacles, and throwing Brass Coins Jellies when they get close to the Cookie. Level Up for more points for Brass Coin Jellies and amount of coins thrown.

Adds a skill charge at given intervals. After gaining a skill charge, double jumping temporarily turns the Slide button into a Teleport button. The Brass Coin Jellies part of his skill box is inaccurate. Regardless of his level, 24 Brass Coins are created during the skill. Leveling up changes how many Coins a Brass Coin is worth. Level 1 Brass Coins are worth 22 Coins and level 15 Brass Coins are worth 50 Coins.
Rebel Cookie is based around the Korean classical novel of the character Hong Gildong jeon, who is an illegitimate son of a nobleman. He is also known to be gifted with supreme intelligence and supernatural abilities, and makes use of his gifts by stealing from the rich and corrupt aristocrats.
He commonly gets compared to other famous characters such as Robin Hood, which is why in one of Skillful Royal Secret Agent's quotes, Rebel Cookie says "Sure, you can call me Robin Hood."

The release date for Cookie Run: OvenBreak also seem to be intentional as it is almost the exact same date as the original Kakao release, with it only being a day off.
This time difference has been referenced in-game during the special 6th anniversary daily login event.
Out of all Rebel Cookie's abilities from the previous games, his Cloud Alter Ego revival skill has been removed entirely.
Rebel Cookie is the first Cookie that originated from LINE Cookie Run to of received a complete sprite sheet overhaul. While Rebel Cookie's design remains intact, his artwork found in game play has been completely redone.
Rebel Cookie's internal name is "cookie0022" and "chivalrous robber", the latter referring to his inspiration.
